I'll check in game tonight and try to put it to windowed full screen and see if I get any difference. The video should show your sims walking when your camera is still and when your camera is moving. Post it on Youtube and put the link here. You can use the in-game video recording by hitting V or use another program like Bandicam.
But just in case, is there anyway you can record a short video to show the stuttering? The way you described it seems a bit too laggy compared to my game but your fps is the same as mine. Put fps on cheat in and don't know if this will help but when camera is still it caps at 58.82 - 59.17 fps and when moving camera around it dips into the forties for like a that is normal. When scrolling it isn't a fluid movement it has a bit of stutter to it still and the sims movements still have a tiny bit of stutter too. So I have put the v-sync on adaptive but I am still receiving lag.
